One of the largest Chinese providers of digital government solutions, Guotai Epoint Software (国泰新点软件), has announced its intention to enter the Kazakhstani market and has approached West Star Ltd with a proposal for collaboration as a local technology partner.
For the Kazakhstani IT sector, this is a significant event. Epoint is one of the most renowned and mature players in China in the segment of digital government management, electronic procurement, and digital construction. The company has been operating in this niche for 27 years and has a scale comparable to the largest international vendors in its class.
WHO IS EPOINT
Guotai Epoint Software (full name — 国泰新点软件股份有限公司) was founded in 1998. Since 2022, it has been a public company on the STAR Market of the Shanghai Stock Exchange under the ticker 688232. Its market capitalization is about 9.2 billion yuan (approximately 1.3 billion US dollars), with an annual revenue of 2.15 billion yuan.
The company employs more than 7,000 people. Epoint has 5 regional headquarters across China (Hefei, Shenyang, Zhengzhou, Changsha, Chongqing), 23 regional branches, and a sales and service network covering all 31 provinces of mainland China. Its headquarters is located in Zhangjiagang, Jiangsu Province.
WHAT THE COMPANY DOES
Epoint has three key areas.
The first is 智慧招采 (smart procurement). Electronic trading platforms, government and corporate procurement systems, tender platforms. This is the company's leading revenue-generating area. Epoint is one of the undisputed leaders in the Chinese electronic procurement market for the public sector.
The second is 智慧政务 (smart government). Solutions for government services based on the "one-stop online" principle, unified city management platforms, big data for the public sector, and interdepartmental interaction tools. According to the company's official website, Epoint has participated in the construction of 2 national "Internet+Government Services" platforms, 17 provincial platforms of the same type, 14 provincial government hotline systems, 13 provincial government big data systems, and more than 8,000 digital government projects of various scales across China.
The third is 数字建筑 (digital construction). BIM solutions, digital management of construction projects, digital control of estimate documentation, digital management of infrastructure development in the public sector.
These are competencies accumulated over decades and tested on China's 1.4 billion population. There are few companies in the world with such a profile and scale.
WHY KAZAKHSTAN IS OF INTEREST TO EPOINT
Over the past 7–10 years, Kazakhstan has created a significant digital government infrastructure — eGov, IS ESF, the goszakup.gov.kz portal, digital public service centers, eOtinish. This is the first wave of digitalization, and it works. Now the next wave is beginning — about deep integration between departmental systems, about the modernization of government and corporate procurement, about digital management of large-scale infrastructure projects.
These are precisely the areas where Epoint has one of the strongest product stacks in Asia. The company's experience in building national government service platforms, in automating procurement processes with built-in analytics and control, in digitalizing the construction sector — all of this can be applied in Kazakhstan with proper localization and adaptation.
The company is seriously committed to the Kazakhstani market and is ready to invest in projects in the Republic of Kazakhstan. Epoint's Overseas Department is already working on a plan to enter Kazakhstan and is forming a pool of local partners for joint work.

In May 2026, the Overseas Department of Guotai Epoint Software approached West Star Ltd with a proposal for collaboration as a local technology partner in Kazakhstan. We have conducted preliminary discussions and see great prospects in this project for both parties.
Our role in potential projects is local technical expertise, integration of Epoint products with the existing Kazakhstani IT infrastructure (1C via OData, government APIs, banking systems), support in government tenders, ensuring compliance with Kazakhstani regulatory requirements. Our status as a resident of AIFC and Astana Hub simplifies the structuring of international deals and joint projects.
